nbn's Victorian Storm Recovery 2021


In this blog, we’ll provide regular updates on the severe weather event and resulting power outages in Victoria and any impacts on nbn™ network services.

NBN Co has now restored service to the vast majority of residents in the Dandenong Ranges following the storms which impacted the area on 9 June and the strong winds on 27 July.

We are still working to resolve more complex cases and crews will continue to work in the area seven days a week to resolve the outstanding cases.

Any customers who do not have service and have not been in touch with NBN Co are strongly encouraged to speak with their internet service provider regarding the process going forward.

We’d like to thank the local community for their ongoing patience and support as we work to have these complex cases restored safely and as quickly as possible.

We continue to work with Yarra Ranges Council, Bushfire Recovery Victoria and other agencies to coordinate our efforts.

Restoration Works


nbn continues to work towards restoring the vast majority of impacted services in the Dandenong Ranges by August 16.

There are currently 400 services impacted and crews are working seven days a week to restore these services safely and as quickly as possible.

In line with the lockdown announced in Victoria from 8pm Thursday 5 August, the nbn™ Road Muster Truck will no longer be in Kalorama on Friday 6 August.

As soon as it is safe for our staff and the Road Muster Truck to return to the region, NBN Co will work with Council to determine dates and locations for impacted residents and businesses to access temporary internet and speak with NBN Co representatives.

NBN Co continues to work seven days a week to restore approximately 700 remaining services impacted by two extreme weather events.

So far, approximately 170,000 services have been safely restored and crews are working towards a targeted completion for the vast majority of services by 16 August 2021.

The restoration work


The 9 June storm caused extensive damage to the nbn™ network, bringing down aerial cables and damaging infrastructure.

We have had additional crews in the region working seven days a week seeking to restore services safely and as quickly as possible.

The network incurred further damage as a result the wind event on 27 July, which delayed some of the restoration work.

All work has now been resumed with an extended workforce working street-by-street seven days a week to restore services.


Network and single service faults


As part of the restoration works, crews are repairing network faults and single service faults.

Network faults impact large numbers of customers at the same time, and our immediate response once the power returns is to repair these network faults and restore as many services as possible at the same time.

Single service faults impact an individual premises and are sometimes not evident while network faults are being restored – they are reported to NBN Co by phone and internet providers.

For example, a whole street may have lost connectivity due to the storm event and once NBN Co restores services to that street, one premises discovers their service is still not restored. This is reported to NBN Co by their phone and internet provider and a job is created.

In this incident, we have restored the majority of the network faults and crews are now working street by street to repair single service faults impacting individual premises.

NBN Co staff will be on the ground again this week in the Dandenong Ranges with the nbn™ Road Muster Truck on Tuesday (Olinda) and Friday (Kalorama) this week, providing temporary internet and speaking with the community.

Following the wind event last Tuesday, which caused further damage to the network, and the lifting of Victoria’s lockdown, the truck will be on-site at the following times and locations:

NBN Co crews have this morning recommenced works to restore services to customers impacted by the 9 June storm event and this week’s severe winds in the Dandenong Ranges.

Restoration works were delayed for about 24 hours due to safety risks during the severe wind event, which passed through on Tuesday night and into Wednesday, causing further damage to some parts of the network.

As advised earlier this week, we’ve now repaired most of the network faults that were impacting large numbers of premises at the same time, and crews are now able to work street by street to restore services to impacted customers.

We appreciate the extended loss of connectivity due to these weather events has been difficult for impacted residents and businesses, and thank customers for their patience and understanding.

NBN Co is currently assessing the further impact to its network following damaging overnight winds in the Dandenongs and other parts of Victoria.

The safety of crews and the community is our number one priority, and, as such, we will not be able to assess the full extent of network impacts until the forecast shows the immediate safety risk has cleared and crews are able to access the network.

We have been advised the event has left a significant number of premises without power and we will work with all relevant stakeholders, including emergency services, local councils and utilities providers, to understand the full network impact when restoration works begin.

Due to the ongoing safety risk presented by the current weather conditions, NBN Co has also paused works to restore the remaining services impacted by the earlier storm on 9 June.

We appreciate the extended loss of connectivity due to the June storms has been difficult for impacted residents and businesses, and we thank them for their patience and understanding.

We will resume work as soon as it’s safe to do so, and will work to restore impacted services safely and as quickly as possible.

Customers without service in the Dandenong Ranges are advised technicians are now working street by street to repair network and single service faults simultaneously.

The severe damage caused by the storm generated large numbers of network faults which required whole sections of the network to be repaired.

The priority to date has been to repair these network faults, which restore large numbers of premises at the same time.

In some cases, customers have still been unable to connect even though their whole area had been restored.

This is known as a single service fault and is reported to nbn by the internet service provider.

Now we have most of the network restored, we can take a street by street approach to repair both network faults (multiple premises) and single service faults (individual premises) simultaneously to speed up the restoration process.

So far we have restored service to approximately 170,000 premises and technicians continue to work seven days a week to restore the remaining 700 services safely and as quickly as possible. While we expect to have most services restored within the next two to three weeks, fixes to some individual services may take longer.

We appreciate the extended loss of connectivity due to these severe storms has been difficult for impacted residents and businesses.

This has been compounded by the lockdown, which began on 15 July and we thank customers for their patience and understanding.

The restoration works remain our priority and we’re working with impacted local governments, communities and internet service providers to restore services for all customers.

In response to the ongoing outage impacting customers in the Dandenongs and surrounding areas, NBN Co has increased its workforce further as it continues to work to restore services safely following the storm event on 9 June.

Crews have been working seven days a week since the storm to connect impacted services as quickly as possible once the power was restored, however there are still a number of premises without service.

Approximately 370 premises remain impacted by network faults, which impact whole sections of the network, while a further 400 single service faults have since been reported to NBN Co. These faults impact a single service and are not evident while network faults are being restored – they are reported to NBN Co by phone and internet providers.

For example, a whole street may have lost connectivity due to the storm event and once NBN Co restores services to that street, one premises discovers their service is still not restored. This is reported to NBN Co by their phone and internet provider and a job is created.

Crews on the ground are working to repair the remaining network faults, as well as the single service faults impacting customers. We expect to resolve the majority of the network faults by the end of the month, while some single service faults may take a little longer.

Customers who are still without connectivity are encouraged to contact their phone and internet provider.

We understand customers’ frustration due to the length of this outage. This storm caused extensive damage to both the nbn™ network and the power network, which delayed our ability to identify network faults for two weeks in some areas. Fallen trees and debris continue to prevent crews from accessing the network safely in some parts, while additional equipment has also been brought in for specific works.

As soon as power returned and parts of the network were made safe, our crews have been working as quickly as possible to restore services and continue to do so.

NBN Co technicians continue to work in the Dandenong Ranges, repairing network equipment damage caused by the severe storms of 9 June 2021.

Some complex repairs are required, which in some cases involves rebuilding parts of the network. As a result, we have increased the number of specialist technicians and we will be deploying even more crews in coming days and weeks to further ramp up our recovery efforts.

We are aware of 494 premises are yet to be brought back online due to ongoing localised power outages and due to the damage to network infrastructure, which we are working to repair.

We remind customers that while our infrastructure services have resumed normal operations in most areas, if you do not have power in your home, you will be unable to access services over the nbn™ network.

Based on the current modelling, NBN Co expects to restore nbn™ services to most of the remaining premises that require our attention in the coming 1-2 weeks. However, there may be some premises where it takes us a little longer to restore nbn™ services, and we will continue to keep these residents and the community updated.

NBN Co field technicians continue to operate in the Dandenongs, undertaking impact assessments to identify any remaining damage to nbn™ infrastructure that will need repair. These assessments are feeding into a comprehensive network restoration and recovery plan to ensure that any outstanding issues are resolved as soon as possible.

Since the storms impacted Victoria on Wednesday 9 June 2021, nbn has deployed up to three Road Muster™ Trucks each day across storm affected areas.

Today, our Road Muster™ Trucks will be on site at the following locations, providing free Wi-Fi and device recharging capabilities to local communities at:

  • Kalorama Oval, Cnr of Mount Dandenong Tourist Rd and Grange Road, Kalorama (10am-5pm)
  • Olinda Recreation Reserve, Cnr Olinda Monbulk Rd and The Georgian Roads, Olinda (8am-5pm)

From Monday 28 June, NBN Co will begin installing temporary satellite services at Kalorama and Olinda to provide 24/7 high speed internet, until power is restored across the region. Our staff will be on the ground at Kalorama from 12pm-2pm and Olinda from 2pm-4pm throughout the week assisting the community with their enquiries.

NBN Co field technicians continue to operate in the Dandenongs, undertaking impact assessments to identify any remaining damage to nbn infrastructure that will need repair. These assessments are feeding into a comprehensive network restoration and recovery plan to ensure that any outstanding issues are resolved as soon as possible.

NBN Co successfully restored nbn™ services to more than 166,000 premises within 10 days of the first impacts of the storms, and we estimate that approximately 488 premises are yet to be brought back online, due to ongoing localised power outages, and a number of nbn™ network issues caused by storm related damage to network infrastructure, which we are working to repair.

Conditions in the field are difficult with fallen trees, blocked roads and downed power lines affecting access to impacted locations. As a result, the services in these areas are taking longer to assess and resolve.

Since the storms impacted Victoria on Wednesday 9 June 2021, nbn has deployed up to three Road Muster™ Trucks each day across Storm affected areas.

As we move from relief to recovery, nbn selects the most appropriate and sustainable technical solutions to support communities for as long as they need to get back on their feet.

This weekend, our Road Muster™ Trucks will be on site at the following locations, providing free Wi-Fi and device recharging capabilities to local communities at:

  • Kalorama Oval, Cnr of Mount Dandenong Tourist Rd and Grange Road, Kalorama (10am-8pm)
  • Olinda Recreation Reserve, Cnr Olinda Monbulk Rd and The Georgian Roads, Olinda (8am-5pm)

Field technicians are active in the Dandenongs undertaking impact assessments to identify any additional damage that will need repair. These assessments are feeding into a network restoration and recovery plan to ensure the nbn™ network is restored as soon as possible.

Conditions in the field are difficult, with fallen trees, blocked roads and downed power lines affecting access to impacted locations. As a result, the services in these areas are taking longer to assess and resolve.

As at 10:00am on Thursday 17 June, NBN Co has restored infrastructure assets serving nearly 161,000 premises across regional and metropolitan areas of Victoria that were previously impacted by storm damage.

NBN Co has deployed more than 100 generators to its infrastructure sites in areas affected by mains power outages across the state to restore services.

As a result of impacts to other network infrastructure assets, nbn™ services to around 1,500 premises remain affected, particularly around the Dandenong and Yarra Ranges area. It is likely that power may not be restored to these areas for some time, which will delay the restoration of nbn™ services.

NBN Co continues to work with Yarra Ranges Council and Victorian Emergency Services. Our three Road Muster™ Trucks are back out again today from 8am-8pm. We encourage those impacted to visit us to charge your devices, and connect with family and friends at the following locations:

As at 6:00pm on Wednesday 16 June, NBN Co has restored infrastructure assets serving nearly 159,000 premises across regional and metropolitan areas of Victoria that were previously impacted by storm damage.

NBN Co has deployed more than 100 generators to its infrastructure sites in areas affected by mains power outages across the state to restore services.

As a result of impacts to other network infrastructure assets, nbn™ services to around 2,484 premises remain affected in outer eastern Melbourne areas such as Dandenong and Yarra Ranges. It is likely that power may not be restored to some badly impacted areas of the state until later this week, which will delay the restoration of nbn™ services in these areas.

As at 6:00pm on Saturday 12 June, NBN Co has restored infrastructure assets that were previously impacting, with services restored to approximately 113,000 premises across regional and metropolitan areas of Victoria, since the first impacts of the storms. Local power providers have advised that, due to the extent of the damage, it could be some time before power is restored to some areas.

NBN Co can confirm that a number of its infrastructure assets to the North-West and South-East of Melbourne have been impacted, and many infrastructure sites throughout the state are currently running on battery back-up. The company has established an Emergency Management Team to respond to the situation, and it has generators on standby for deployment to support the network in the event of further or prolonged power outages across the state.

Preparation key to staying connected in an emergency


When it comes to staying safe – and connected – in the event of an emergency, it pays to be prepared.

The nbn™ network is robust, but it is important that residents are aware that services over the nbn™ network are likely to be affected by a large-scale event or power outages.

This is because equipment connected to services over the nbn™ network – both at the telephone exchange and within homes and businesses – will not work during a power outage.
