NBN Co appoints Regulatory Affairs Principal

NBN Co, the company established to design, build and operate Australia's high speed broadband network, today announced the appointment of Caroline Lovell as Principal Regulatory Affairs.

Head of Corporate Services, Kevin Brown, said Ms Lovell is a seasoned commercial lawyer with extensive experience in the communications sector, complemented by strong regulatory experience.

"Currently, Caroline is a senior partner at Clayton Utz, one of Australia's leading law firms. NBN Co is pleased to secure such a strong candidate for this important role," Mr Brown said.

"Ms Lovell will lead all internal and external liaison representing NBN Co on all discussions and submissions which have a regulatory aspect. This involves dealing with ACMA, the DBCDE, ACCC, ASIC, industry bodies (eg Comms Alliance) and local and state government regulatory agencies.

"NBN Co is in the process of preparing its Special Access Undertaking for submission to the ACCC later this year. It will outline its basic service offering and pricing and Ms Lovell will lead this work going forward," he said.

Ms Lovell will start at NBN Co on July 5 and will report to Mr Kevin Brown.

Ms Lovell has formulated and negotiated a wide variety of innovative commercial arrangements in the communications sector-for the supply and installation of networks, mobile virtual network agreements, supply of services, spectrum trading and usage, and arrangements between land owners and carriers in relation to telecommunications infrastructure.

She has advised a range of Australian and international clients on the regulatory implications of proposed activities or transactions. In addition, Caroline is an author of the leading industry text, LexisNexis' Communications Law and Policy in Australia (the 'Silver Service') and a participant in relevant industry fora.
